Do You Need a Layer 3 Switch? UAE Business Guide

A Layer 3 switch routes IP traffic between VLANs directly in hardware — faster and cheaper than using a dedicated router for the same job. You need a Layer 3 switch when you have multiple VLANs that need to communicate with each other: for example, your CCTV VLAN sending NVR alerts through your corporate VLAN, or the management VLAN reaching devices on the guest WiFi VLAN. If your VLANs are completely isolated from each other and need no inter-VLAN routing, a Layer 2 managed switch is sufficient. The Huawei eKit S530 is the Layer 3 option in the eKit range and is well-suited to UAE medium and large business deployments.

What Is the Difference Between Layer 2 and Layer 3 Switching?

The terms come from the OSI networking model. Every switch processes frames at Layer 2 (the Data Link layer), reading MAC addresses to decide where to forward each packet. A Layer 3 switch additionally reads IP addresses at Layer 3 (the Network layer) and can make routing decisions — choosing the best path between different subnets — entirely in silicon, without sending traffic to a separate router.

When Do You Need a Layer 3 Switch?

Scenario 1: Multiple VLANs That Must Communicate

The most common reason to use a Layer 3 switch is inter-VLAN routing. If your network has a CCTV VLAN, a VoIP VLAN, a staff VLAN, and a guest VLAN — and some of these need to exchange traffic — you need routing between them. Without a Layer 3 switch, you would send that traffic up to your router and back, adding latency and loading the router unnecessarily. A Layer 3 switch at the core handles all inter-VLAN routing at wire speed.

Scenario 2: Multi-Floor Office or Campus

In a building with multiple floors — each floor having its own access switch and its own VLANs — all traffic must flow through the core. A Layer 3 core switch aggregates all floor switches and routes traffic between floors and VLANs in one place. This is the standard architecture for Dubai office towers, large schools, hospitals, and hotels.

Scenario 3: High-Volume Traffic Between Subnets

If your NVR (on the CCTV subnet) must back up recordings to a NAS (on the IT subnet), or if your servers serve users across multiple VLANs, routing that traffic through a hardware Layer 3 switch is significantly faster and more efficient than routing through a firewall or software router.

When Is a Layer 2 Managed Switch Sufficient?

Many UAE businesses do not need Layer 3 switching. You are fine with Layer 2 if:

  • Your VLANs are fully isolated and no traffic needs to cross between them
  • All inter-VLAN routing is handled at the firewall or router (acceptable for small offices where volume is low)
  • Your network is single-floor with one access switch connecting to a router directly
  • You are deploying access-layer switches that feed into an existing Layer 3 core
  • You have fewer than 50 devices and one or two VLANs with no cross-VLAN traffic requirements

For a 10-person Dubai studio with a guest WiFi VLAN and a corporate VLAN, the router/firewall can handle inter-VLAN routing without any performance issues. A Layer 3 switch is not justified here.

Huawei eKit S530: The Layer 3 Option for UAE Businesses

The Huawei eKit S530 is the Layer 3 managed switch in the eKit range. It is designed for the distribution or core layer of a UAE SMB or mid-enterprise network. Key capabilities:

Practical Example: 4-Floor Abu Dhabi Office

A 4-floor Abu Dhabi office building with 80 staff, IP cameras on every floor, and guest WiFi. Network requirements: VLAN 10 (staff), VLAN 20 (CCTV), VLAN 30 (guest WiFi), VLAN 40 (management). Staff on VLAN 10 need to access a server on the ground floor. CCTV on VLAN 20 needs to send email alerts through the internet. Guest VLAN 30 must be completely isolated.

Architecture: four Huawei eKit S310-24P access switches (one per floor, PoE for cameras and APs) + one Huawei eKit S530 in the ground-floor server room (Layer 3 core). The S530 routes VLAN 10 to the server subnet and allows VLAN 20 (CCTV) internet access via a NAT rule. VLAN 30 guest traffic exits to the internet but has no route to any internal subnet — configured with an ACL on the S530.

Cost Consideration

Layer 3 switches cost more than Layer 2 equivalents. For a typical UAE SMB using the architecture above, you would buy one S530 (Layer 3) plus multiple S310 (Layer 2 access). You are not spending Layer 3 prices on every switch — only on the one core switch. This keeps the project budget reasonable while delivering full Layer 3 capability at the point that matters.
